VERSAILLES : Orage Financier à l’Horizon sur plan des finances et de la gestion publique

Une récente évaluation des finances de Versailles révèle une situation catastrophique qui s’est aggravée au fil des années 2020 à 2025.

Pour se renseigner sur l’audit, toutes les données financières sont visibles sur la page du bilan de mandat.

Bien que Versailles ait des atouts évidents, elle a sombré dans une gestion désordonnée tant sur le plan financier que dans la gestion publique

La gestion de la municipalité par FRANÇOIS DE MAZIÈRES n’a pas prévu les problèmes à venir, permettant ainsi à des dérives de s’installer durablement.

Le site indépendant Bilan de Mandat a effectué cette enquête en compilant les chiffres budgétaires publiés en ligne par le ministère des Finances, en se basant sur les 7 années passées

Détérioration de la qualité des services publics VERSAILLAIS

Une gestion financière inefficace mènera inévitablement à des diminutions des budgets alloués aux services publics à l’horizon 2026-2027, ce qui se traduit par :

  • Réduction du personnel : Moins de travailleurs pour maintenir des services essentiels tels que la propreté, la sécurité ou l’éducation.
  • Diminution de la fréquence des prestations : Diminution des passages pour la collecte des déchets et horaires restreints pour les bibliothèques et centres communautaires.
  • Diminution du contentement des usagers : Les usagers, déjà en désaccord avec les services municipaux, seront les premiers à subir la baisse de la qualité des services, malgré une contribution supérieure à la moyenne.

La démocratie locale en déroute

Au cours de la période 2020-2025, le vivre ensemble a perdu de sa valeur en raison d’un manque de projet de territoire soutenu par une municipalité cohérente. Les problèmes financiers vont aggraver les tensions au sein de la communauté, entraînant :

and I’m a member of the watchmakers’ group that looks after the Palace’s clocks. There are four of us. Every week,
we wind up all the working clocks. I work in the Palace on Mondays, my colleagues
in the Trianon on Fridays. Being a watchmaker
at Versailles is quite specific because we both maintain
all the working clocks, which means that, every week, we wind up the clocks in the public areas, and we also carry out restoration work, either on clocks
in the public areas that stopped working or on clocks in storage
that we want to display. There are lots of clocks in Versailles,
around 30 just in the Palace, with 30 more at the Trianon,
so it’s quite the collection. Mechanically,
we wind the clocks back up. They work with a spring or with weights, so we need
to wind them up again every week. The types of clocks
in the collection vary greatly, though. They are all masterpieces,
so it is very interesting for us to manage and look after this collection. In our line of work,
what is absolutely crucial is to take great care
and to handle the objects delicately. We work a lot with our ears as we listen to how the clocks tick which is essential
to judge how well preserved they are. It’s not just the appearance that counts,
the sound is important too. Then, in terms of
the study of the objects, when we have to work with an object we follow a more scientific approach. We pay great attention to materials
and the physicality of the work. This requires skills in art history
or hard sciences. Then, in terms of conservation, it is also interesting to work in tandem with research
into archives or catalogues and to work closely
with conservation. This is another skillset,
so we need to have broad experiences. It is why we don’t work alone.
Many heads are better than one. This clock is from the 18th century, and it is usually stored
in Madame du Barry’s apartment. Madame du Barry’s apartment is currently undergoing major restoration works for which all the furnishings
in the apartment were removed and placed in storage. We took advantage of
the elephant clock being placed in storage to restore it. I think the system
should be right in the centre, right? – I think I have it.
– It looks good from behind. We will leave the paper in here
to stop the fork from moving because, since it will not be working
during the exhibition, we removed the balance. The balance is the part that ticks. If the mechanism isn’t held in place it moves during transport
and everything inside can break. The visitors won’t see it
since it is at the back, but we can keep the mechanism safe. The power reserve,
which is the duration that a clock works without being rewound, has nothing to do with its age. It is just based on its design. The Morand clock is weight driven. It is very heavy, but its length, the length of the cord
where the weight falls is quite short, so the weight reaches the bottom
within a few days and must be reset. We need to come twice
to reset it twice. Otherwise, most other Palace clocks, both with weights or springs, last a week. This is why we come once a week
to wind them back up. This is a grandfather clock. It is precise enough that we use it to set
the other clocks in the Palace. It was made by the watchmaker Martincourt
and is in a cabinet by Riesener, the famous cabinetmaker. I’ve come to know them all. I see how they behave. Some clocks on my route sort of… stutter, their tick-tock is not regular. This isn’t necessarily a problem or means the clock is unhappy,
but it could be an issue, and it does let me distinguish
between the different objects. Mechanical clocks can get fast or slow, and they have metals
inside them that can change depending on temperature and humidity. They are quite sensitive
to the changing seasons. They don’t all behave the same. Since we see them every week, we know which ones
tend to go very fast or very slow,
so we can make up for this as we want them all to show the time. This is the mechanism for the clock
overlooking the Marble Courtyard. It is running 45 seconds fast, so I will stop it for 45 seconds so that it shows the right time. I reset it manually,
so I stop the balance for 45 seconds
and then set it going again. Working here
is a true privilege because… the collection is full of masterpieces that are truly extraordinary. It’s an amazing opportunity,
even on a personal level to be near objects like this. Furthermore, we learn new things every day because these objects
have lived through time, while we simply pass by,
so our goal is really to help preserve the clocks
while helping them to run which is a careful balance. You have to be quite humble, and you learn about them every day. There is no routine
in our line of work. Our daily route is the same,
but everything on it is different which makes our job
rich in a way that perhaps others are not. .
